With over 30 years of experience working on public policy issues with the California Legislature, Governor’s Office, local government officials, and regulatory agencies, we at California Strategic Advisors, provide our clients with historical, legal and political insight, analysis, opinions, strategic development, public policy advice and advocacy services.

We have represented and worked with for-profit and non-profit entities that focus on housing, banking, escrow, real estate finance, local governance, and state and local government budgetary issues.

Ron Kingston
President

Ron Kingston is a highly respected and very knowledgeable California lobbyist with thirty years of experience. His expertise includes banking, real estate finance and insurance, local government, natural resources and water, revenue and taxation, housing, environmental quality, and real estate issues, policy, and law. His broad knowledge of issues and his solid working relationships with persons in key positions allow him to offer sophisticated policy intelligence and strategic analysis that is both applicable and accurate. He has written dozens of bills and has an enactment success rate of 94 percent.

A long-time resident of Northern California, Ron earned his academic degrees from the University of California at Davis. He is President of the California Strategic Advisors and, in this capacity, has been retained by national bond companies, statewide common-interest development financial planning corporations, and trade associations representing national and state homeowners’ associations, real estate developers, real estate associations, and regional apartment associations.

Before becoming President of California Strategic Advisors and a lobbyist for the largest trade association in the nation, Ron was a committee consultant with the California State Legislature. He has served on numerous state committees and task forces and has been an invited speaker at many local, regional, and state meetings and public hearings.

 

Edward H. Telfeyan
Of Counsel

Before becoming a Professor of Legal Studies at the McGeorge School of Law, where he directs the nationally ranked moot court program, Ed Telfeyan was the Chief Legislative Advocate for the California Apartment Association. He had previously been Senior Consultant to the Assembly Committee on Housing and Community Development in the California Legislature, specializing in rent control and landlord-tenant issues. As a practicing attorney, Mr. Telfeyan represented tenants and property owners in landlord-tenant issues. Mr. Telfeyan is a highly regarded legal writer who has often presented perspectives on legal writing and advocacy at national conferences of the American Bar Association and the Association of American Law Schools.

 

Rae Beam
Law Clerk

Rae Beam joined California Strategic Advisors as their Law Clerk in 2019. Rae is a proven Paralegal, with nearly a decade of litigation assistance in the areas of civil rights, employment law, and personal injury.

Rae’s efforts on litigation have led to dozens of civil trials culminating in successful verdicts and/or outcomes for her employers. Her extensive background in litigation coupled with her efforts around trial preparation allow her the unique ability to provide our clients with individually tailored work plans.

Rae was raised in Las Vegas, NV and has lived in Sacramento for the past 18 years. She has two children, Charlee and Jeryan. She is in her final year at Lincoln Law School and plans to sit for the California Bar Exam in July 2021.

 

Etan Zaitsu, Esq.
Senior Legal and Policy Advisor

Etan Zaitsu joined California Strategic Advisors in 2012 as a lobbyist and attorney. He is an accomplished attorney, advocate, and policy advisor, with many years of experience analyzing and lobbying bills at the California State Capitol. He is the firm’s Senior Legal and Policy Advisor.

Etan, who was born and raised in San Francisco, moved to Sacramento to attend the University of the Pacific, McGeorge School of Law. There, he graduated in the top 10%, earning both Order of the Coif honors and Great Distinction recognition. He was also named the Advocate of the Year and the Barrister of the Year, in recognition of his commitment and success as an advocate in the school’s Appellate Advocacy program. Before he graduated, Etan externed for United States District Court Judge, Morison C. England, Jr.

As a policy advisor and lobbyist for California Strategic Advisors, Etan specializes in research, writing, and crafting hard-hitting arguments. His contributions are an integral part of the firm’s ability to meet the needs of its clients and the unique challenges of California’s active and diverse legislative and political climate.

Etan Zaitsu is married to his law school sweetheart, and lives in Folsom, California with her and their two young children.
